No, it's not a marketing scam. It's a misguided set of recommendations from the USDA that was heavily influenced by agribusiness and political considerations. It was introduced in part because of the poorly understood role of dietary fat in health.
Because of its heavy emphasis on grains and failure to exclude refined carbohydrates, the food pyramid is often cited as an example of industry-tainted guidelines leading directly to health problems like obesity.
