A one-page site needs only one CSS file. Any more would be for you, not for the site. But you can apply more than one stylesheet to an HTML file. For each stylesheet you link to a page, you would just need to add link elements for the page.
You can implement as many CSS files as you want. But be careful about the implementation of the files according to the styles.
